The Cumberland Salem Workforce Investment Board, commonly known as the CSWIB, are established and funded by the Workforce Investment Act (WIA), which was enacted in August 1998. The CSWIB is responsible for the counties of Cumberland and Salem. There are currently 18 Workforce Investment Boards in New Jersey.
The primary responsibility of the CSWIB is to serve as an alliance of the public and private sector for the purpose of coordinating, providing guidance on policy development, and oversight of employment and training activities in Cumberland and Salem counties. In partnership with the Chief Elected Officials, the overall goal is to develop and sustain a unified, labor market-driven system that can deliver needed services to job seekers and employers in an effective and cost efficient manner.
The legislated and recognized Chief Elected Officials in Cumberland and Salem counties are the Boards of Chosen Freeholders. Each county receives federal and state funding allocations; however Cumberland County serves as the Grant Recipient for both counties. The WIB is led by a majority (51%) of representatives from the private sector, and includes membership from education, organized labor, employment and training, human services and community-based organizations.
Per legislation, the WIB Chairperson must be selected from among the WIB’s private sector business members, further making it a private sector led board. The WIB does not operate programs, but works to influence the management of workforce development activities by analyzing local needs and coordinating Federal, State and local resources. Much of the Board’s work is done through its committees which include the Adult Education & Literacy Committee, the One Stop Committees, the Disabilities Council and the Youth Council.
